Just to add to your first addendum, I used to work for Flowserve, the manufacturing company which creates the pumps used for the "water deluge system". The way it was explained to me was that the shuttles have protective tiles on the bottom of them, and as you mentioned the sound intensity is immense, which would cause those tiles to break loose if there weren't something to inhibit the noise.
